Contracting experiences between non-governmental health facilities and the public health sector in sub-Saharan Africa

Contracting experiences between non-governmental health facilities and the public health sector in sub-Saharan Africa

Geneva, 22nd May 2008, Technical Meeting at the World Health Assembly

Introduction

Medicus Mundi International (MMI) is an international, pluralistic Non-Governmental Organization (NGO). It groups a dozen different NGOs specialized in the field of Primary Health Care (PHC) and district health systems. One of its strategic priorities is the promotion of the integration of private not for profit (PNFP) health facilities in national health systems.

MMI has been strongly advocating the development of contractual arrangements between private not for profit facilities and Ministries of Health. In order to promote this approach, MMI organized, on 19th May 1999, a meeting on “Contracting NGOs for Health” as a side event to the 52th World Health Assembly.

In May 2003, the World Health Assembly adopted a resolution on “The role of contractual arrangements in improving health systems’ performance” (WHA 56.25) promoted by MMI.

Five years later, MMI invited to a technical meeting on contracting experiences. As a side event to the 61st World Health Assembly, the meeting allowed interested WHA delegates and other participants to obtain an insight into some experiences of private not for profit health facilities with contractual arrangements and to discuss technical and political implications of these experiences for the future.
